E-Commerce Center JSC jointly with SK-Pharmacy LLP presented the Minister of Health E. Birtanov, as well as manufacturers and suppliers of medicines, a new electronic web portal for procurement of medicines within the framework of free provision of medicines to citizens of the country.
Work on the development of an electronic platform for purchasing "SK-Pharmacy" was started in 2016 in accordance with the instructions of the Head of State and the Government of the Republic of Kazakhstan. The goal was to convert the procurement procedures for medicines and medical products into electronic format.
The center has automated about 40 business processes, developed the modules "Participant registration", "Planning", "Procurement", Registers.
According to Temirlan Nurgisayev, Chairman of the Board of E-Commerce Center JSC, integration with the Unified Pharmaceutical Information System SK-Pharmacia, which collects needs from hospitals for the purchase of medicines and medical products, was carried out. This will make it possible to better plan budgetary funds allocated for the provision of medicines and medical products within the scope of free medical care.
Currently, the electronic platform is operating in a pilot mode. This will allow "SK-Pharmacia" to test all the functionality of the Portal, as well as to make suggestions for improvements and user-friendliness. Commissioning of an electronic web portal for procurement of medicines for free drug supply is planned for the next year.
Transferring procurement to electronic format will ensure transparency of all procurement procedures, which should increase competition, and this will lead to a decrease in the procurement cost of drugs below market prices.
In addition, openness significantly reduces the risks of corruption associated with the choice of a potential supplier and the formal reasons for rejection of his application.
For the participation of suppliers on the Portal, it is enough to obtain an EDS of the national certification center through the PSCs.
