JSC "CENTER FOR ELECTRONIC FINANCE" launches a new tool for transparency and control

In execution of the directive from the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, given in his Address titled "Kazakhstan in the Era of Artificial Intelligence: Current Tasks and Their Solutions Through Digital Transformation," JSC "Center for Electronic Finance" (CEF) is implementing a project to create the Digital Map of Public Finance (or Digital Map of State Finance).

The project is aimed at increasing the transparency and efficiency of public fund management, as well as developing an analytical approach within the state administration system.

The Digital Map of Public Finance is a modern visualization tool for all financial indicators generated within the Situational Center of JSC "Center for Electronic Finance". All data are displayed as a vector set of cartographic layers linked to geographic coordinates on the map of the Republic of Kazakhstan. This allows employees of JSC "Center for Electronic Finance" and its subordinate bodies to make operational management decisions promptly.

The map is based on location data for all taxpayers: individual entrepreneurs (IEs) and legal entities. Currently, approximately 2.5 million organizations are visualized on the map. Cash register machines (CRMs) are highlighted separately. The map displays about 1.4 million cash registers. A "Checks" option is also implemented, allowing every receipt to be viewed online with detailed data. This approach enables precise tracking of sales dynamics. Since the start of 2025, the number of receipts has almost reached 3.9 billion, with the total turnover exceeding 40.5 trillion tenge.

Thanks to the aggregation of information in a unified space, the system makes it possible to determine the profitability of any object: from a specific building to an entire region or the whole country.

Clear data visualization on the map provides the capability for timely response to anomalies. For this purpose, a special risk identification option has been implemented, which allows for the creation of assignments and the execution of further analytics, including commodity analytics.

During the analysis, a problem with the generation of incorrect receipts was identified, indicating an insufficient culture of record-keeping. In this regard, JSC "Center for Electronic Finance", in cooperation with the Ministry of Trade and Integration of the Republic of Kazakhstan, is implementing a project to create a state database: the National Product Catalog. This will increase the reliability and transparency of information.

The next stage involves expanding the list of displayed indicators, including data on commodity and customs analytics, budget loans, domestic producers, subsoil use, as well as movable and immovable property and land plots. All information will be aggregated by districts, cities, regions, and the Republic as a whole.

Expected Project Effects:

  • Visualization of financial indicators with geographic detail;
  • Increased transparency of the financial and economic activities of taxpayers and state bodies;
  • The ability to analyze the revenue base at the district, regional, and national levels;
  • Visualization of regional consumption (food, medicines, socially important goods, etc.) to assess state needs.

The implementation of the "Digital Map of Public Finance" project will be a crucial step in the digital transformation of public administration and will enhance the efficiency of national resource management.
