IT-specialists implemented electronic state procurement in Tajikistan

A Memorandum of Understanding and Cooperation was signed between the Ministry of Finance of the Republic of Kazakhstan and the Agency for State Procurement of Goods, Works and Services under the Government of the Republic of Tajikistan

ASTANA – On the 14 March 2018 within the framework of the visit of the President of the Republic of Tajikistan Emomali Rakhmon to Kazakhstan, the Minister of Finance of the Republic of Kazakhstan Bakhyt Sultanov and the Director of the Agency for State Procurement of Goods, Work and Services under the Government of the Republic of Tajikistan Bakhriddin Sirodzhiddinzoda signed a Memorandum of Understanding and Cooperation between the Ministry of Finance of the Republic of Kazakhstan and the Agency for State Procurement of goods, works and services under the Government of the Republic of Tajikistan.

The document involves the exchange of information, knowledge and experience on improving and expanding the electronic state procurement system, as well as studying methodology, modern practices and technologies for managing state procurement. Within the framework of the Memorandum, the authorized agencies of the two countries intend to cooperate on the state procurement participants’ skills upgrading, where the Ministry of Finance of the RK specialists will be enlisted by the Tajikistan side as experts for consultations on the issue of the relevant legislation improvement.

At present, there is already existing successful experience of cooperation between Kazakhstan and Tajikistan in this direction. The subordinate organization of the Ministry of Finance of the Republic of Kazakhstan, JSC "Electronic Commerce Center" became the winner of the contest held among the 50 developed countries of the world for the provision of consultancy on the implementation of the World Bank project on advisory engagement in the "Electronic State Procurements of the Republic of Tajikistan" information system development The budget of the named Project is over 100 million tenge and it was funded by the World Bank. The Project task was to accomplish a complete automation of the procurement procedures for state needs of the Republic of Tajikistan.

The Project was implemented in October 2017. It included not only the information system development itself, but also work on its integration with the information systems of the Central board of Treasury of the Ministry of Finance and the National Bank of the Republic of Tajikistan. The training courses and seminars on effective work in the field of the state procurement have been conducted for the Agency’s technical staff and experts.

The "Electronic State Procurements of the Republic of Tajikistan" information system development became the first international experience of JSC "Electronic Commerce Center" in this direction. The Center specialists’ skills were highly appreciated by the World Bank experts.

Through this project Kazakhstan for the first time realized its export potential to provide skilled industry personnel services in the field of information technology.

The concluded Memorandum serves as a basis for further regulation of the relationship between the parties and for deepening cooperation on the state procurement system development. The document is concluded for a period of 3 years and comes into force from the date of signing.
